Quality Controls on Public Buildings

Public buildings seem to be beyond the reach of planning law. Why is that the French can use 'grey' water [recycled water which is not toxic] to water their surrounding gardens while we, the British, cannot even build a library that is ventilated in hot weather ? We can only hope it will be warm in winter without the terrific heat bouncing across the huge expanse of glass. What about the new build for Stroud College ? Our councillors have pointed out that the rules for sustainable building, including heating and ventilation should also apply as they do for private homes and householders.
